Istanbul Metropolitan Municipality Noise Pollution Prevention Project
“Eclipse – OBSERVER Remote Noise Monitoring & Alert System”
Noise pollution has been an environmental issue in Istanbul, as it has been in the other global metropoles. To solve
the problem in Istanbul, first Ministry of Environment and Forests, then Istanbul Metropolitan Municipality took
measures. Yet, measurements taken by mobile noise measurement devices have been limited to inspection period. Continuous
measurement, statistical analysis of these measurements and alert receipt was not possible in the systems available.
Eclipse has been commissioned by Istanbul Metropolitan Municipality for research and development work to prevent
environmental noise pollution in Istanbul. As a result of this work, noise data that is collected by the noise
measurement stations mounted at various locations, is analysed and transferred to Municipality’s
central server over Turkcell’s EDGE infrastructure by Eclipse telemetry devices. The noise level can be
monitored by cell phones, main server and internet through the control application developed by Eclipse.
Furthermore, as the specified decibel limits are exceeded, the authorized inspectors are alerted by sending
SMS messages directly to their cell phones.

Tübitak Earthquake Prediction Project
“Eclipse – Seismic Risk Modelling System”
Tübitak Marmara Research Center began to work on enhancing forecasting techniques, after the earthquake of
17th August 1999 that hit Ýstanbul, Ýzmit, Adapazarý.
At this point, Eclipse developed EDGE telemetry devices with applications having specific features to remotely monitor the
four distinct devices that Tübitak is using for seismic activity research.
